Interesting angle here ... but I can't figure out the water source and where the 'action' takes place. Someone on the other side is pouring but it seems outside of the trough.

@Judy aka L@dybug: It's a constant trickle/flow from the bamboo pipe you can see in the top center of this image. The action takes place when people pick up those sticks with cups on the ends and then dip them under that drip of water from the bamboo pipe, and then pour it ceremonially over their hands. The person on the other side either hasn't dipped the water yet, or has completed her cleansing and is about to replace the cup and stick to its resting spot.
