@Rahul: Ha-ha! To answer your question would require you to put on the "mind of New Orleans." That's hardly possible, even for natives of the city like me. Two signs -- there's probably no particularly good reason, except somebody got the bright idea that two signs would be twice as effective as one. Who knows?

Actually in Newfoundland you would need to have 3 at least and then you would still be risking it :) Nice find though. I hardly notice these types of things.
